Case Study - Health & Medical Research - Impact Review

Client Situation

The Australian Government commissioned a Review to examine the impact of the Wills Review on the Health and Medical Research (HMR) sector in Australia. The review was given a very tight, 3 month, timeframe to complete its work.

Approach

  • Eight members of the Pacific Strategy team were key members of an integrated secretariat team.
  • This team applied the fact based problem solving discipline used by high quality strategy consulting firms to the issues confronting the Review.
  • This allowed the Committee to develop a set of recommendations that were supported by a comprehensive set of facts and analysis.
  • The recommendations were then crafted into a top down storyline that communicated the findings in a clear and compelling way.

Impact

The Report was released by the Government in late 2004, and key recommendations have been actioned:

  • The Government fully funded the recommendations in the 2006 budget, doubling investment to around $1bn annually
  • $200m was made available for MRIs by Backing Australia’s Ability
  • A bill was passed to revise governance for the NHMRC
