The Australian Government released a green paper in July 2008 outlining its proposed Carbon Pollution Reduction Scheme (CPRS).
The proposed scheme covers around 1,000 Australian entities, with CO2 equivalent emissions of greater than 25,000 tonnes per annum, which will be required to purchase carbon permits equivalent to their greenhouse gas emissions.
Pacific Strategy Partners was engaged to prepare a submission on behalf of WSN Environmental Solutions, a leading provider of waste management solutions.
The submission addresses the unique concerns and dynamics of the waste industry including:
- Emissions Time Lag
- Greenhouse gas emissions (primarily methane) are produced for many decades in landfills after initial waste disposal, so the cost of legacy emissions can’t be passed on, and current customers will need to pay for future emissions.
- Lack of Reliable Measurement
- Current technology for direct measurement of landfill emissions is costly and unreliable. While estimating emissions from waste disposed is subject to multiple variables (waste profile, climate and landfill conditions) and is also an inexact science.
